National Project Director (NPD)

The Director General of DAB has been assigned as NPD by Head of FRWO who supervises implementation of the Project in a full time mode with following responsibilities:

-          NPD confirms all financial documents and bills, requests and reports as well as Request for Direct Payments (RDPs) and the Annual and Quarterly Progress Reports (APR, QPR), through his signature.

-          NPD is in charge of holding all sessions like the Project Review Committee (PRC) meeting.

-          NPD is a responsible person for all activities of the Project which are implemented while they are approved in PRC.

 

National Project Manager (NPM)

NPM as an experienced and knowledgeable person appointed for management of executive activities of the Project which are inserted in Annual Work Plan (AWP) after their approval.

NPM is to:

-          Monitor and guide performance of the Project personnel

-          Supervise all executive activities and provide UNDP and DAB with relevant report.

-          Develop and update work plans in association with executive team and core management of the Project.

-          Timely develop and submit APRs and all other essential reports.

-          Repot developments to NPD regularly.

-          Identify and resolve all executive problems with attention to guidance and consultation of NPD and  Chief Technical Advisor (CTA) of the Project

 

Chief Technical Advisor (CTA)

During the project, a CTA is hired to advise the project team on executive measure and capacity building.

His responsibilities include:

-Technical support of the Project for implementation of all participatory activities

- Communication with NPD and UNDP

- Training of the Project staffs and facilitators

- Technical cooperation with NPM in order to review and evaluate effects and plan for reforms in activities of the Project.

 

The Project Management core (PMC)

   PMC controls daily activities of the Project and its members including NPM, CTA and 3 representatives of local community including two men and one woman are temporarily selected and NPM is in charge to hold meetings at least once a month to review problems and constraints, as well as weak points, strength, opportunities and threats. It also reviews business plans (BPs) adopted by VDGs and monitors their activity and implementation.

Co- Management Board (CMB)

CMB is consisted of a representative from Foreign Affairs Ministry, Director General of DNRSK, NPM, a representative from General Governorship of the South Khorasan province, CTA, a representative from DABO or NPD. These meetings will be held every sixth months to review multi-sectoral problems and constraints.

 

Community Development and Resources Management Committee (CDRMC)

   This committee has ten members consisting of seven representatives of local community, NPM, the representative of Sarbisheh governorship and the representative of HA Islamic Council. These meetings are held every three months in which regional and executive approaches for authorizing local community on relevant affairs as well as creating the procedures for generating and sustaining new jobs are discussed.

 

Meetings of Chairmen and Secretaries of VDGs

These meetings are held regularly once every 45 days which, based on agreements, is rotationally hosted by engaged villages and field station of CSP. All chairmen and secretaries are invited to discuss on lessons learned and share experiences. Also, if there is a general problem, it is discussed and executive approaches are submitted to CSP office.
